It's just too small. TJ's requires a much larger population to be viable than Starbucks does. Even in California, on their home turf, TJ's tends to stay in the larger cities. Here's a list of urban areas in California which are larger than all of Bonner County and don't have a Trader Joe's:
El Centro
Hanford
Hemet
Lodi
Lompoc
Madera
Manteca
Merced
Porterville
Redding (OK, so they've got one in the works)
Salinas
Tracy
Turlock
Vacaville
Vallejo
Victorville
Visalia
Watsonville
Yuba City
The demographics of a city (income, education, etc.) play a role, but so does size. Spokane's urban area is over 300,000, so it's the best bet for the region.
