There is no date set, so I will put it for 2009.

A story in Journal of Oak Park states that the store will open in Winter http://www.kellyandbrian.net/2008/05/trader-joes-definitely-opening-in-oak.html and the store location is listed in Trader Joe's All Stores PDF file. I moved Davis, CA store opening from 2008 to 2009. TJ's wants to open a store in University Hall, but the location is presently occupied. So negotiation continues.
